Change is coming! The new H-1B Participant Individual Record Layout (PIRL) 2025 will change how Nursing Expansion grantees collect, track, and report participant data and how participants show up on the Quarterly Performance Report (QPR). Employment outcomes will undergo a significant shift in how they are captured, which will impact all grantees and the associated grant targets. Learn about what’s changing and how to prepare for the transition.

Starting with the quarter ending March 31, 2026, Nursing Expansion grantees will be required to report using a new version of the Participant Individual Record Layout (H-1B PIRL 2025). Changes in the PIRL will streamline reporting and make it easier and more intuitive to report participant data and achieve grant outcomes.
However, all grantees will need to prepare their data and data files for the transition. This event will help do that by covering:
- The schema – what data elements have been added and deleted
- How these changes impact the data file format
- Changes to data element definitions – new code values and how they apply to Nursing Expansion grants
- The Quarterly Performance Report (QPR) -- including new, revised, and deleted line items
- Changes to how Nursing Expansion employment outcomes are captured on the QPR and what that means for grant targets
Once the transition to H-1B PIRL 2025 occurs, grantees will not be able to use the previous versions of the PIRL, the QPR, or their data file.
