Reporting Requirements: Policies and Training

About

Grantees are required to submit Quarterly Performance Reports (QPRs), Quarterly Narrative Reports (QNRs), and Quarter Financial Reports (9130s) for each quarter the grant is active, unless informed by the Department of Labor (DOL) that the grant is under interim or alternative reporting instructions. All reports are due on the 15th day of the second month following the end of a quarter (e.g., the quarter ends March 31, reports due May 15).

The resources in the following pages will help you to submit compliant quarterly performance reports, troubleshoot common reporting challenges, and stay up to date on all the most recent reporting guidance from DOL.

All staff with responsibility for collecting, tracking, or reporting participant data should ensure they have read or reviewed these resources.

The Quarterly Performance Report (QPR)
The resources available here are critical for submitting, generating, and using QPRs. This information: 

  • lists and describes all the information you are required to track and report about your participants
  • provides strategies for developing effective processes for data collection and data management
  • explains how to format your participant data file for uploading into the reporting system
  • offers policy guidance on common reporting questions and issues

The Quarterly Narrative Report (QNR)

WIPS Technical Assistance
To submit QPR and QNRs, grantees use the Workforce Integrated Performance System (WIPS), DOL’s web-based reporting system for all Employment and Training Administration (ETA) grant programs. This page includes information about how to access the reporting system, navigate the system interface, and trouble-shoot reporting errors.  

Grant Performance Outcomes
This resource collection features information to help you understand how to find and interpret outcome measures on the QPR and how the data you submit is used to populate those outcomes.
